certainly be much more satisfactory if the

basis of assessment of military contribution

could be altered to one which would allow the

accounting system to be placed on a sounder

basis without costing the Colonial Government

large sums in military contribution. I am not

sure what the War Office (in paragraph 12 of

their memo in No.3 of 62832/29) meant by a

"net receipts basis". It may be that they were

contemplating the same arrangement that the

C.O. is suggesting to the Treasury in connection

with the proposed alteration of Colonial Regu-

lation 291. We may find out from the Treasury

reply to your letter when received.

If desired, I shall be happy to attend

at the "domestic party", though I cannot

pretend to be expert on the military contri-

bution question, which I have not dealt with

for some 20 years.
